Scope of the project includes;
– To develop a Production Cost Optimization Model in order to estimate and evaluate the potential benefits associated with cross-border provision of balancing energy and reserves across countries in the Black Sea region.
– To develop, distribute, and collect a Questionnaire for TSOs and regulators in order to receive the data and information needed for the model.
– To develop a methodology to calculate potential benefits from balancing integration. Where there are gaps in the data or information, the BSTP sub-consultant will make assumptions and/or use proxies to use as inputs in its Generation and Transmission Maximization (GTM) model software.
– To provide technical and policy recommendations needed to further balancing integration and realize those benefits at the regional and sub-regional level.
